Exchange rate wahala: massive looting vs massive savings

Found this tweet on a "wondering" Nigerian's page, lol. He also tagged those he feels should probably provide explanations.

"How did the Dollar stay at N170 for 4 years under 'massive looting of surpluses?' How is it now at N510 under 'massive savings?"
