Police kill 3 Fulani abductors, rescue 5 victims in Niger State

The Niger State Police Command recently killed three kidnappers of Fulani origin and rescued five of their victims.

Two Fulani men who had earlier kidnapped three people from Abuja were traced by the police to their hideout in Agaie area of Niger State.

In the ensuing gun battle, both kidnappers were killed.

In another development, one of three Fulani men said to have abducted two young girls in Lambata, Gawu Babangida area of Gurara Local Government Area was gunned down by the police while trying to collect ransom at the agreed pick up area.

The second kidnapper was arrested with bullet wound while the third escaped.

The arrested kidnapper was said to have led the police to their forest hideout where the girls were rescued.

Confirming the development, the Niger State Police Public Relations Officer, ASP Bala Elkana reaffirmed the resolve of the police to rid the state of kidnappers.

How touching a female customer's breast landed Abuja trader in court

An Abuja based trader, Sunny Onugu, 45 was on Friday arraigned before the judge at a Kado Grade 1 Area Court on a two-count charge of gross indecency and assault.

Onugu is facing trial for allegedly touching a woman’s breast without her consent.

According to the Prosecutor, Salisu Khaleel, Onugu, who lives at Plot 26, Dan-Suleiman Street, Utako, Abuja had on February 29 touched one Adeyemi Rafiu's breast without her consent while she was buying a candle at his shop.

Khaleel told the court that when the woman protested the sexual harassment, the accused dealt her a slap in the face, thereby contravening sections 285 and 265 of the Penal Code.

He added that Rafiu reported the matter at the Utako police station on the same date.

The accused pleaded not guilty to the charges and was granted bail by the presiding judge Malam Abubakar Sadiq in the sum of N50,000 with one surety in like sum.

He ordered that the surety must be a civil servant not below Grade Level 06.

Panama papers: Read SERAP's 7-point demand from Code of Conduct Bureau

Socio-Economic Rights and Accountability Project, SERAP has called on the Code of Conduct Bureau, CCB to investigate current and past high-ranking public officers named in the Panama Papers for operating foreign accounts in safe havens.

In a petition to CCB Chairman, Mr Sam Saba, SERAP demanded that the indicted individuals be referred to the Code of Conduct Tribunal for prosecution.

The petition letter dated 8 April 2016 and signed by SERAP's Executive Director, Adetokunbo Mumuni threatened legal action if its demands were not addressed within fourteen days.

“We would be grateful if the Bureau could begin to take these steps within 14 days of the receipt and/or publication of this letter. If we have not heard from you by then as to the steps the Bureau is taking to address the concerns raised in this letter, the Registered Trustees of SERAP shall take all appropriate legal actions to compel the Bureau to effectively discharge its constitutional and statutory mandates in this instance.”

SERAP's demands from CCB are to:
1. Promptly, thoroughly and transparently investigate and verify high-ranking public officers’ asset declaration forms including those submitted by current and immediate past governors of the 36 states of the federation and the current and immediate past leaders of the National Assembly to find out those who have made false declarations in order to cover up assets illegally acquired in corruption or abuse of office;

2. Name and shame anyone found to have breached the Code of Conduct for Public Officers through the use of safe havens and secrecy jurisdictions like Panama, and refer such person to the Code of Conduct Tribunal, CCT for prosecution

3. Promptly, thoroughly and transparently investigate and prosecute former governors who currently serve in the National Assembly after their ‘retirement’ as governors and continue to receive remuneration from public funds in addition to their pension and emolument.

4. Promptly, thoroughly and transparently investigate, name and shame and where appropriate and there is sufficient admissible evidence refer to the Code of Conduct Tribunal for prosecution, high-ranking public officers who perform the functions of their offices before submitting their asset declaration forms to the Code of Conduct Bureau. SERAP believes that since the declaration of assets precedes the taking of oath of office and oath of allegiance, a fortiori, a political office holder cannot, strictly speaking, legally assume office before declaring his assets;

5. Work closely with other anti-corruption agencies to make it harder for corrupt public officers to access the international financial system such as Panama to hide and enjoy their ill-gotten wealth

6. Promptly, thoroughly and transparently investigate and where appropriate and there is sufficient admissible evidence refer to the Code of Conduct Tribunal, CCT for prosecution, public officers using shell companies to hide their identity and ill-gotten wealth. In cases of false declarations, the Code of Conduct Bureau should publish an open list of the beneficial owner/controller of all companies and trusts;

7. Share information on asset declaration forms submitted by public officers with banks to prevent corruption-related money laundering.

SERAP noted in the petition that the “Panama Papers are an unprecedented leak of 11.5m files from the database of the world’s fourth biggest offshore law firm, Mossack Fonseca. The records were obtained from an anonymous source by the International Consortium of Investigative Journalists (ICIJ). The ICIJ then shared them with a large network of international partners, including the Guardian and the BBC. The documents show the myriad ways in which corrupt public officers including from Nigeria can exploit secretive offshore regimes to hide their ill-gotten wealth.”

DSS announces arrest of Ansaru leader Al-Barnawi

The Department of State Services on Saturday announced the arrest of Mohammed Usman aka Khalid Al-Barnawi, a founding member of Boko Haram and leader of its break-away faction, Jama’at Ansarul Muslimim Fi Biladi Sudan or simply Ansaru.

The DSS said that Al-Barnawi masterminded the August 26, 2011 bombing of the United Nations building in Abuja.

A statement issued by DSS spokesman, Tony Opuiyo said that “Khalid Al-Barnawi is a trained terrorist commander, who has been coordinating terrorist activities in Nigeria, while talent-spotting and recruiting vulnerable young and able Nigerians for terrorist training by Al-Qaeda in the Islamic Maghreb (AQIM) in North African States and the Middle-East.

“Subject was involved in many terrorist attacks in states of the federation, including Bauchi, Kaduna, Kano, Katsina, Kebbi, Kogi, Sokoto and FCT-Abuja; this resulted in the killing and maiming of innocent citizens of this country.

“Al-Barnawi is also responsible for the bombing of the United Nations building in Abuja, on 26th August, 2011; the kidnapping of two European civil engineers in Kebbi State in May, 2011, and their subsequent murder in Sokoto State; the kidnap of a German engineer, Edgar RAUPACH in January, 2012, the kidnap and murder of seven expatriate staff of Setraco Construction Company at Jama’are, in Bauchi State in February, 2013, the attack of Nigerian troops at Okene in Kogi State, while on transit to Abuja for an official assignment.

“He would soon be charged to Court to face his charges after investigation is completed. This arrest is a major milestone in the counter-terrorism fight of this Service; this arrest has strengthened the Service’s resolve that no matter how long and far perpetrators of crime and their sponsors may run, this Service in collaboration with other sister security agencies, will bring them to justice.”

Card reader failure stalls voting in two FCT polling units

The Independent National Electoral Commission, INEC said on Saturday in Abuja that elections in two polling units in the Federal Capital Territory which were halted by card reader failure would hold on Sunday.

INEC's National Commissioner, Prof Antonia Simbine told newsmen in Abuja that arrangements have been made to repeat Saturday's Council elections in the affected polling units on Sunday.

She said that the affected polling units are Dabi Village Square Unit 002, Pai Ward, Kwali and Dabo Fulani in Gwagwa, AMAC.

“As of now, we have just two polling units where election will be repeated.

“It may be more than that at the end of the day but right now we are sure of two.

“In Pai ward, we are going to repeat the exercise by tomorrow, also in Gwagwa (AMAC); the card reader malfunctioned and the voters waited patiently in those places.

“They are going to have opportunity to vote tomorrow (Sunday),” she said.
