Budget Minister assures of 100 per cent implementation

The Buhari administration will target 100 per cent implementation of the 2016 budget despite its late signing into law, says the Minister of Budget and National Planning, Senator Udoma Udo Udoma.

The Minister told State House correspondents in Abuja on Friday that the budget was anchored on 38 dollars per barrel of oil benchmark, adding that the projection was also based on 2.2 million barrels of crude per day production.

"Our aim will always be 100 per cent implementation.

"We know that because we started late we may not achieve it but 100 per cent achievement is our aim.

"We start with that aim because the budget is a law and we try to implement it as quickly as we can,’’ he said.

He added that his ministry was setting up a monitoring committee for effective implementation of the 2016 budget.

Udoma also said that the 2017 budget will be submitted early to ensure its passage before the end of 2016.

"The ministry presented a memo to the Federal Executive Council (FEC) and got approval for a time table for the 2017 budget.

"So, as we are finishing with this budget, we are starting on 2017 and our intention is that the budget should reach the National Assembly early in October to give them enough time to pass the budget before the end of the year.

"As you know, the most important time, particularly for road construction is the dry season and if you can get the budget out in December you can now start early to implement.

"So, our intention, going forward, is to get us back to a situation where we can get a full January to December implementation for the budget and we are working with a time table to achieve this,’’ he said.

Two AFVs hit by IED as troops clear seven villages of terrorists

Two Armored Fighting Vehicles, AFVs attached to the 28 Task Force Brigade were on Friday hit by Improvised Explosive Devices, IEDs while conducting clearance operations in the Northeast.

Although no human casualties were recorded, the vehicles sustained minimal damages.

The troops however successfully cleared the seven target villages, namely, Galtha Baba, Galtha Musa, Bulakurma, Shatimari, Chukruk, Bulangaje, and Disa of terrorist elements.

Army spokesman Col Sani Usman said that one Boko Haram terrorist was captured alive while several items including  3 motorcycles, bags of grains, Boko Haram flags and uniforms, suicide bomber’s hijab, mobile phone and 1 Dane gun, as well as foodstuffs and cooking utensils were recovered.

Usman also said that troops also rescued 15 persons who had been held hostage by the Boko Haram terrorists in the area.

LMC to sanction Kano Pillars for fans' misconduct

The League Management Company, LMC said on Friday that it would mete the necessary sanctions to Kano Pillars following their fans' unruly behavior in a mid-week match against Enyimba International FC of Aba.

Pillars' fans were said to have started hauling missiles onto the pitch when Enyimba scored the winning goal in the match played at the Sani Abacha Stadium, Kano.

Chairman of the LMC, Shehu Dikko told the News Agency of Nigeria in Abuja that the organization was waiting to receive the report of the match before it would take the necessary actions the offending team.

Dikko told NAN in Abuja that "once the report comes in and we confirm the correct situation, relevant penalties as prescribed by the rule book will be applied.

“We will definitely act when we get the reports but from our premium art finding including confirmation from Enyimba, though security was breached, Enyimba mba or match officials were never attacked.

“Enyimba’s driver that got hurt was not in the stadium and he was the driver of the pilot car.

“He chose to go outside to bring his car inside the same time the fans were leaving and he was hit by stones or so.

“The big issue is that we had an unprecedented crowd for a midweek game and some of them messed up.

“Only the Enyimba’s driver was affected and it was outside the stadium, as both teams and officials were kept in the dressing rooms for safety until the stadium was evacuated,’’ he said.

EFCC operatives during seige on Fani-Kayode's Abuja home

Operatives from the Economic and Financial Crimes Commission, EFCC on Friday stormed the Abuja residence of former Aviation Minister Femi Fani-Kayode.

The move is not unconnected with his alleged role in the unlawful withdrawal of N2.5 billion from the Central Bank of Nigeria, CBN.

The money is alleged to have been paid into the accounts of six chieftains of the Peoples Democratic Party, PDP and the Goodluck Support Group, including Fani-Kayode.
